Revocation process

Revocation API
DELETE /kms/v1/keys/{keyId}?tenantId={tenantId}
Root/master keys of regulated tenants require dual-control approval: a
non-delegated caller receives a 202 with an approval request, and a second
distinct principal must approve at POST /kms/v1/keys/{keyId}/approvals/{approvalId}/approve
before the revoke executes.

Recovery
Revoked keys cannot be recovered. If revocation was in error:
- Generate new key
- Re-encrypt data from backups
- Update key references
Cascade revocation
When a parent key is revoked:
- Child keys can be automatically revoked
- Or marked for manual review
- Configurable per key policy
